A vacant eight-story office building in Voorhees Township is moving forward with plans for residential redevelopment. The Voorhees Planning Board approved the conversion of Four Echelon Plaza into 178 market-rate apartments.
Located at 201 Laurel Road, the 240,393-square-foot building was originally constructed in the early 1970s. The property formed part of The Rouse Company’s Echelon Town Center development near the former Echelon Mall.
The office building previously housed United Engineers & Constructors for several decades. However, occupancy declined over time, falling to approximately 61% in 2020 before reaching complete vacancy in 2024.
Developer RP 201 Laurel Property Owner LLC received preliminary and final major site plan approval on October 14, 2026. The Wayne, Pennsylvania-based entity plans to transform the property into a modern luxury apartment community.
The developer acquired the property for $4.3 million in August 2025. The 4.8-acre site includes the existing office building and a two-story parking garage.
Notably, Four Echelon Plaza received recognition on the National Register of Historic Places in February 2026. Architect John C. Harkness of The Architects Collaborative originally designed the building.
Its architectural significance comes from its early use of precast concrete in modern building design. Additionally, the historic designation makes the property eligible for consideration under the Federal Rehabilitation Tax Incentives Program.
The latest redevelopment proposal replaces an earlier plan approved in 2024. That proposal called for converting the building into senior apartments.
Instead, the newly approved project will introduce 178 market-rate residential units to the surrounding community.
The redevelopment highlights a growing trend in commercial real estate as developers explore alternative uses for vacant office properties. Older suburban office buildings can present opportunities for residential conversions when traditional office demand declines.
Furthermore, adaptive reuse projects can preserve existing structures while introducing new activity to established commercial areas. Historic properties may also benefit from rehabilitation incentives that support redevelopment efforts.
For South Jersey’s commercial real estate market, Four Echelon Plaza represents a notable office-to-residential conversion opportunity. The project combines historic preservation with the repositioning of a long-vacant commercial property.
With planning board approval secured, the redevelopment marks another step in the continued transformation of Voorhees Township’s former Echelon Town Center area.
